Rumke saving oppty

MM is one of 2 municipalities (Glendale other one) that has rear yard pickup. This service costs us in 2 ways:
-addl $36K
-no competition for bidding

(obviously there is upside in terms of aesthetics)

I would like to field a survey at the beginning of 2010 to see if this cost is worth paying, considering many place at curb today.

I would also like to get bids if the front yard pickup were ok'd.

Additional $18K savings by going to a std barrel, but unclear of details.

I would support raising trash fees less (or maybe not at all) if the above is ok with Community.

Dear Sue:

Per our discussion, should the Village of Mariemont choose to change the level of service from rear door to curbside for both waste and recycling collection, your monthly savings would equate to $3010.00 or $36120.00 annually.

Should the Village choose to utilize a cart program for curb side waste or recycling collection that monthly savings would equate to $1505.00 or $18067.00 annually. With the cart program, all residents would receive a 95 gallon waste container or the Village could choose to provide the residents with a 65 gallon recycling container. With this option, all residents would receive one of the options but the Village would have to agree to which of the options the residents would receive.

A third option would result in no savings but if would allow all residents to place both waste and recycling at the curb in a 95 gallon waste container and a 65 gallon recycling container.

The collection days would remain as they are current collected.

In addition, we would be happy to work with Village staff and council to develop a mailing to communicate the changes as noted above.

Clerk meeting after Council

I asked Paul to help me prepare for the Jan 11 vote to approve deficit budget forecast. I don't want to vote on anything in which I haven't done some research.

Paul gave 3 new Council members a quick tutorial. In Jan the year starts out confirming we have money, appropriating that money and spending that money. The only hard and fast rule is you can't overspend the appropriation. 1/11 vote kicks off this process.

As it stands now, -$316K will be the published Budget number, same as what was forecast in Jun2009. There is financial upside to this number:
-chief retires
-2 laid off firemen
-1 laid off maintenance
-Police vacant
-slightly better numbers in Jul-Dec.

Council Mtg 12/14

Very contentious Council Meeting this past Monday. Council made the layoffs official (4 votes for). Fire Chief said he will retire on 1/15. Very sad to have gotten to this point.

Lots of public discussion. Each side brought out their most eloquent backers. Lots of non MM Fire guys in the room.

Melissa Schmit brought great ideas to Council and pushed hard for them.

I provided some of these ideas to Finance Committee in November, so I was concerned when objection raised of "too late".

Another objection: Garbage rate hike is a tax increase. I disagree. This is simply passing through Rumpke's rate hike in Aug. Trash needs to be self funding just like other amenities like the Pool. And with comprehensive education to reduce waste, increase can be offset.

Another objection: furloughs are not sustainable. That is true, but they are more flexible as the economy improves. Better income next year? Don't need to do them again. Layoffs are so much more permanent.

Melissa's recos will be the starting point for our work in 2010. Unfortunately, we're only about 1/3 through the deficit with the above.

Committee of the Whole "After Meeting"

There was a lively, sometimes heated discussion out front right after the meeting on Mon. I stayed for 20-30 mins. In no particular order, I heard a lot of things:

-too much disrespect flying both ways. We've got to reign this in. I'm guilty of this in the past, to be fair, but we've all got to do better. Don't like the Mayor? Don't like a Resident? Don't like a Department? Too bad. We're all in this together, and bickering does not advance our Village, nor do anybody any good (even though it often feels good to zing somebody).

-Akron Fire Department moved to a more part time force (40+ Full Timers affected) and saved ONLY $21,000 ($500 per head). This needs to be verified. This savings idea needs further scrutiny.

-Assuming Full Time guys will come back as Part Time is unrealistic. We'll not keep continuity from the 2 affected folks. They will take their experience elsewhere.

-What am I going to do about Fire down 2 full time. I'm sensitive to this, but I'm a citizen only for 22 more days. I've said what I believe publicly (I believe Andy said the same thing one:one w Council) but it's not my fight yet. That said, I won't go and unravel a decision on day one. While it could be re-built, employees have already been affected. And they'll be working on new full time opptys. I will revisit but not right away.

-Department owners should manage their $$$. I love this idea for so many reasons. Pushes decision making down to intimate level. For instance Chief Phifer can retain a full time guy at the expense of equipment. He's the right "decider". Frees up Council's time to work on bigger fwd-looking issues. We're all part time and more focused time is a good thing. Percentage-based approach means Improving Economy, Souring Economy are handled (concern of Resident brought up during mtg)-like an accordion....

-Lack of Communication. I committed and do commit to telling you what I'm going to do before I do it. Employee perceived surprises don't build loyalty. Resident perceived surprises don't build loyalty.

We have lots of work to do in the New Year. And with all the difficulty, I'm still jazzed about rolling up my sleeves and getting to work.

Committee of the Whole recap

Attended the mtg last night - very well attended. Both andy and joe attended which was good to see. I chose not to speak since my comments were already registered.

Rex kicked it off w a helpful 1 pager on options.

Lots of public comments, about 1/3 said act now. Others didn't address or said act in 2010. Some interesting pov's: treat fire and police same, treat police and fire differently, how to avoid budget problems next time, layoffs are litigation risk, garbage stickers are fair game, garbage stickers are a tax increase, beware of taxing to oblivion, less full time is less convenient but no less safe, full time fire is bedrock of dpt.
(Not a full recap just what I jotted down)

My takeaways: part of gap only, we have lots to do regardless. Public by some margin wants to wait.

Then council discussion
Melissa wanted a number and paul had the data but couldn't boil it down due to complexity. Mayor talked about part time police too. 2010 is year of rreconing. Future exec session to discuss details. Vote on monday.

My takeaways: 1)Heard talk about part time cops which feels fair. Every dpt + residents need to chip in. 1)Heard talk about dpt heads owning their budget and love this. Chief your number this year is x down y percent. Make the tough choices - we trust you, you're the most qualified. Push down decision. 3)we need lego building block detail on all ideas. Best case, worst case, 50/50 risk adjusted. I think we're close w all pauls work. 4)we need to act fast! Times a wasting. 4)a resident was cutoff from a 2nd comment and I think it sent wrong message. 4)decision had appearance of being pre-made. Could have gone differently, as simple as add in no xmas bonuses and garbage rate hike same as rumpkes. 5)visual aids are a huge help and a good pr move.

Final decision: 5 to 3 full time fire, maint down 1, no filling vacant police spot.

Lively after meeting w lots more perspsective - more to come.

side conversation at Ham Country Planning Mtg

I met with a previous Village official about the planned roundabout on Plainville. I like the idea and would support it assuming it's not a financial burden on the Village. We talked about a gateway oppty, and it can make a real statement. What a front door! I would like to rework the boulevard west of the intersection as well. Maybe an oppty to increase scope. A bermed landscape boulevard with the bike trail running through it would be a real asset to the village.

attending Ham Cty Regional Planning meeting

I was invited to attend a 2 hour meeting downtown this past Saturday, put on by the Hamilton County Trgional Planning Commission. It was very informative. We heard about toolkits for common issues, library-like information, etc. And my takeaway was share and reapply is possible. Some local municipality somewhere has gone through the same issue. The only requirement is that Mariemont be a member. I know they were, but not sure they are today. Does anybody know?

My hot button issue I need educated on is Eastern Corridor. Lots to gain/lose for Mariemont. And this is the organization to tap into.

housing court = mayor's court?

Wondering if a Housing Court (Hamilton County has one) might help with the sometimes tough conditions in the Historic District. However, could Mayor's Court also be that tool? Ohio Supreme Court gives power to MC's. According to their website, there are 355 in Ohio as of 2007.

I would like to learn more about how the MC has been used, and if it can be ramped up to get better compliance.

Reply to concerns about big web changes

After sending my recap of our website meeting, I got a note from a village person w concerns about degree of change, specificaly around pace, controlling public posting, and who controls/approves. Text of my reply note follows.

I think this is an interesting example of the power of inertia in an historic, tradition rich place like mariemont. Change is hard, and frankly it should be. We're a successful place! But if I really believe in something, I need to really put energy into affecting that inertia.

Thanks for the thoughts and perspective. A couple things to keep in mind. These may have been lost in translation....

We'll build in parallel, not touching anything on the site or Village Computers until we're ready and tested. Then we'll convert at the right time.

If the mayor would like to be involved, that would be great. The more input the better.

We'll phase this in over months. Right now, I think the group is thinking style changes for a Jan release. Better organization, fresh look, very little new stuff

The only public posting of information we're planning in the near term is participation in polls (ie do you like the new website yes or no?)

We won't make any changes that are more difficult to support without providing proper training. Your comfort and ability are critical to making it a success. And personally, I think we can do much of these enhancements without making it more difficult.

Rick Griewe presented to MM's Architectural Review Board (ARB). His designs are attractive and he's exceeded some Zone D requirements which is a good thing. His project is still a year out, assuming he meets all requirements of Planning Commission and Council.

11/9 Council Meeting - I made a public comment

Tonight was a would-be contested, hot, emotional meeting. However, it came and went with a whimper. No controversial action was taken. There was talk of Layoffs, but Mr. Mctigue recommended against action today. A special session will happen soon, accompanied by 3 readings of Council. This should shine some light on the deliberate actions and give them more credibility.

My comments: I followed a lady from Montgomery suggesting we support having chickens in the Village. I'm gonna LOVE this job! :)

I spoke about the pending layoffs (which didn't happen). I asked that Council consider waiting until the New Year to implement for 3 reasons:
-Budget Deficit clearer and better! Actions still needed?
-New Council would love to weigh in and be part of the solution.
-Waiting until after the Holidays would be nice.

Rationale - I really struggled with whether or not to speak. I do understand both sides (high level), and frankly a smaller Deficit would selfishly help me as a Councilman. But the need to speak in support of waiting won out. Complicating this is I don't belive any Department is without waste or without need to cut. After my due diligence, I may come up with the same proposed action.

No idea if Council will entertain the idea, but I wanted to at least say something. Did I burn "political capital" (do I have any)? Did I do the right thing? Not sure, but I feel good having done so.

Sitting Council conversations part 2

I reached out to all the Councilmen and women and asked 2 questions:
-what do you wish you knew when you were new
-what can you share about the budget deficit and actions to correct

Perspective is an interesting thing. I heard some great "hadn't thought of that" comments. Timeline and corresponding logic was interesting. Many laid out the process:
-budget trouble, how to fix
-fire department merger idea, supported by majority
-fire department merger rejected
-still need to act
-put levy to correct budget trouble
-contingencies pre-decided
-levy fails
-execute contingencies
-execute quickly because we've waited too long

It all makes good sense. So interesting vs several other points of view I've heard from Citizens.

All believed 2 Full Time should be transitioned to Part Time Firefighters (maintaining 4 on duty at all time). Leaving 1 fewer Police as permanent. And 1 Maintenance Worker should be laid off.

All believed this is a start and more cutting would be needed, left to New Council.

Confidentiality and the Blog

A note about sharing details of conversations: this is tricky as it's MY blog, not Billy Bob's. So is it fair to lay out Billy Bob's affairs? Out of respect, I'll try to "anonymize" comments/conversations/actions. However, if unavoidable, I'll share more but a minimum amount of personal info.

I think more transparency is needed, and I'd rather over share. However, I welcome comments to this. Am I off base?

Conversations with Sitting Council part 1

I've reached out to all sitting Council and so far I've talked with 3. Thanks to each for the candor and time. I've asked the same 2 questions. First question: What do you know now that you wish you would have known as a new Councilman. Why I asked: I'm a big fan of share and reapply vs invent. And not "inventing" the stubbed toes would be great.

Here's some of what I heard: reach out to Committee chairs before hot topics are discussed. Often not time to really research a topic before a decision is made. Understand the Finances (Budgets, Levys) inside and out. Make a real effort to know all the demographic differences in the Village (income, age, housing type). Many different faces to the Village. Really take the time to hear from and listen to a broad xsection of the Community. Understand in depth the history of the Village, especially plans never completed. Understand the true boundaries of the Village (this I can attest is tricky).

Election

Wanted to share some great news and offer up a big 'thank you.'

As you may have heard, I did well last night, coming in 3rd of 7, securing a spot on mariemont village council in 2010. I am proud and humbled by this win. I am excited (and a little bit overwhelmed) by the work that lies ahead. We can do much to maintain and more importantly improve mariemont.

Thanks to each of you for the support, the help in honing ideas, the feedback (both kinds :) ), and the confidence along the way. Its been a great ride thanks to you.

Next up is to learn and chat and learn some more before the jan 1 swearing in.

Voted this morning-end of campaign

Weird. I've never had the experience of trekking to the poll on election day and seeing my name on the ballot!

It's done - "the defense rests". I am very happy w my campaign. And I feel ready to accept either answer. Winning is obviously preferred, but losing means I'm not the right fit for the citizens. And that's ok too.

My strategy for today is: go to work and catch up. I took a number of campaign vacation days in oct! Then dinner out - amys and my weekly date night is tonight. Poll/precinct results are posted @830pm, so maybe I'll run between the two and tally them up.

I had thought about pestering voters at the polls today but decided against it last night.

This ends phase 1 of my blog. Its been a humbling, educational, busy, and exciting process. Thanks for hanging with me and for your support.

Feedback rec'd: focus much energy on Industrial Dist

Talked with a Council Alum and he informed me of the danger of losing as well as the oppty of further growing our Industrial base. It's not an area I've thought much about, frankly. But it surely powers the Village. Search out grant money, revitalize the area, lure and keep businesses. He said focus on industrial base, as it's so much bigger contribution. I need to learn more, fast!

Debate a success

I'm very pleased with how the debate went last night. We had 6 of 7 Candidates participating, each answering Citizens' questions (beforehand). Questions ranged from Budget Deficit closing ideas to keeping Seniors in the Village.

I feel I had pondered each question ahead of time, and for the most part, I answered pretty clearly. And I got a lot of positive feedback after the event.

Compiled list of citizen budget ideas!!

Here's a list of all the responses I received from my July email, enlisting the help of the Citizens to close our budget gap. These ideas are often small individually, but I firmly believe a lot of small ideas add up to BIG SAVING! This is excellent - thx for taking the time to write/call. I'll fwd this list on to Bill E and Paul T as they work through their By-Department savings ideas.

ACCOUNTING
-budget crunch is in the General Fund, not in the Permanent Improvement Fund. We have enough reserves to cover most expenses we might expect for Capital Items in the next few years, not including anything major such as a new Fire Truck or major (needed) improvements to the Administration building. There will be pressure on the Permanent Improvement Fund over the next 4 years or so, as we will need to spend at least $150,000 to remove and replace the Village owned Ash trees (22 of 160 village owned Ash trees this Oct). Prudent spending on other capital budget items will make this increased expenditure of $40,000 to $50,000 per year over the next 3 or 4 years possible.
INCOME
-Cars fly down Miami Road, Wooster Pike, Plainville Road, etc. It's a real safety issue. We should issue more citations, not for 3 or 4 miles over the posted speed limit, but for significant speeding. We don't want to be known as a speedtrap (that's Fairfax' job :), but let's enforce the laws on the books.
-How much money does Terrace Park raise through their pancake breakfast...or is it a dinner?...regardless, they raise money.
-renting Village space for events and gatherings? With temporary event liquor licenses, the Lagoon shelter would be rented often (not at all today)
-The cameras that monitor traffic lights and issue tickets should be installed....need less police AND get more revenue from tickets.
-Williams Meadows residents should be allowed to join pool
REDUCE COST
-combining the Maintenance Department with that of Fairfax. Our Maintenance department is essentially in the middle of Fairfax already. Presumably there could be some reduction in the number of personnel working in the combined department. There is likely much duplication between the two departments in expensive equipment, and, as some equipment is retired it would not need to be replaced.
-Consult Chief Phifer to see what reductions in the number of fire personnel are reasonable and possible. It may be that reducing the number of full time fire department employees and increasing the number of part-time fire department employees would accomplish some savings. If not, he must consider which days/shifts can tolerate a reduction in the number of people in the building on duty, and the savings from such reduction.
-Review Employee Salary Raises. Understand greater contribution on Employee health care, but we need a soln. Aso, ask employees what they prefer: layoffs, less $
-General Administration: employee hours could be reduced somewhat. Mayor needs to stop "dictating" letters.
-Maintenance currently has a new employee who is on extended probation (whom the Mayor will not let the Supervisor fire). This position should be eliminated, probably saving $50,000 per year in salary and benefits.
-Mayor + Council Members salary reduction/elimination
-The Police department has not replaced a senior officer who retired, saving approximately $80,000 per year in salary and benefits. They have also quietly eliminated one crossing guard position, and reduced the number of paid hours of the remaining four crossing guards, saving an additional estimated $10,000 per year. We should not expect more cuts in this department.
SPEND TO SAVE
-additional incentives for more businesses to come to Mariemont so that we have more tax revenue? Specifically, the key space in between the movie theater and Graeter's, as well as the spaces by The Snooty Fox.
-We really need a village administrator: Jenny Kamineris is said to save Fairfax bundles
-Village Council considered commercial development along the block across from Marielders, but decided against it because that would entail additional surface parking, which seems to make sense.
SPENDING CONTROLS
-Competitive Bids on all work
-If the mayor authorizes spending beyond what is set i.e. blacktopping a parking lot over the PW Comm.'s stated monetary outlay, he should have to reimburse the village.
-benchmarked / can we benchmark our staffing and compensation in each department against other similar towns? Typically that info is essential to organizations looking to restructure, "right size", create a strategic plan, etc.
TAXATION/FEES
-Garbage Stickers $2+

WASTE
-Can Fire department take on other responsibilities during down-time....it kills me to see them hanging out killing time.
-dump the paper. It's money we don't need to spend. Mayor's Bulletins are Tweets (Twitter) or emails. Council's Meeting packets are electronic only
-Mariemont Tax Office spends over $1000 each month in rent. Negotiate a better rate or move to a new building. The Old Town Square has store fronts for $500 per month. Assume $100 for utilities (unverified), and thats $400 x 12mo = nearly $5000 savings each year! Further, lock in a 10 year lease at a low rent, taking advantage of this touch economic time.
-When it comes time to replace the police chief's car- no more inefficient expensivce SUV
-policemen and firemen cross trained for both jobs? Since firemen spend so much time waiting for emergencies, such a fires and medical emergencies, to happen, perhaps having one fewer firemen on duty for selected shifts, with one policeman for that shift cross trained as a fireman, would save on costs.

learned about levys at Council last night

Mr. Bevis helped me & Matt Weinland understand a bit more about how the Levy process works, and Council's role in it. I assumed that a 5-1 vote in favor of the Levy is implicit support. Actually, the support is to have the public weigh in via voting. So it's not fair to say Council is supporting the levy. Thx Mr. Bevis - our quick chat was a help.

Related, I sense that nobody's for it. Mr. Bevis was very clear in his opposition, and I respect that. But the question I'm trying to wrestle with is: if a majority on council think it's a bad idea (no data here just a "feeling"), why go to the trouble of a ballot initiative? I appreciate the democracy ideal, for sure. But if it's not a "good idea", then shouldn't an alternate idea be floated? Still noodling with this one.

Thx Kiwanis for the chance to speak

I spoke this morning and enjoyed meeting the Kiwanis members. Lots of good discussion. I shared the floor with John Altman and got to know his positions better. While I did get my points across, a member pulled me aside after and gave me a couple public speaking pointers. Speaking in Public is not the same as Public Speaking :) These types of events are a great way to grow and improve. Thanks very much for the pointers. Hope to use them tonight at the Debate.

nice converation w/ Yes on D Organizer

Had a long chat this morning and learned more about D. I'm reassured that our visions of Mariemont are very similar. Vibrant Mixed Use, expanded Business District, trolleys/trains get me excited about Mariemont's future. While we don't agree on this ballot issue, I'm excited about partnership opptys if I'm lucky enough to get elected.

MPF Vision Plan is needed

Attended the Planning Commission to learn more about what the MPF Vision Plan might look like. The more I learn, the more excited I get. I think it's vital to set a vision, and then work towards that vision. Here are the 5 vectors I heard about:
tax base - fuels everything
historic district - how revive, refresh. Grants?
Mixed Use - zoning to allow Historic Square bldgs to be built today
Redevelopment Areas - see my previous post of likely candidates
Land Use Lower 80 - had to leave early so missed this dicussion

I would add: Sustainability and Health/Fitness as worthy aspirations

I LOVE a proactive stance on what we want to be when we grow up. Nolen's vision is essentially incomplete. And now's a great oppty to tweak and make relevant for the next 80 years.

Learning on Income Tax 2 to 4 Families

Attended Planning Commission tonight and learned more about the tax burden on certain types of Rental Property. I had previously heard 2-4 family units were taxed at a higher Commercial Rate. This is incorrect. It's 4 and greater taxed at the higher rate. So a landlord makes less money if he/she owns a 4 family vs a 3 family. In fact, Village Landlords have "converted" their buildings to multiple 1 unit apartments. The other surprise: this is a STATE thing, not a Village thing. So is it an additional burden for MM Landlords? Would love a Comment to set me straight.

Great conversation with Citizen on Zone D


Had a chat with a retired Civil Engineer, versed in Planning. He put together some very insightful exhibits on density, parking changes in my neighborhood near Nolen Circle, as well as south of Wooster. See map to left, areas bound in thick black line:

If #1 #2 #3 move forward (more likely to happen w more definitive plans), here's what happens to Units & Parking:

Today approx 92 Units with 115 parking spaces will be replaced by up to 228 Units (2.5x vs today) and up to 160 above ground parking spaces (1.4x vs today), assuming equal mix of 1 and 2 br units. Not a good or bad judgment, just an "is". The personality of our District will definitely change.

7:00 p.m. – 8:30pm: Candidate Forum
8:30 p.m. - 8:45 pm: Mingle with the candidates
It is our desire to allow voters an opportunity to meet and hear the candidates and their stands on current issues facing the community. To that end, we have developed the following procedures, based on a League of Women Voters format.
A member of the Town Crier newspaper will moderate the forum. Candidates will draw for the order of opening statements. The order will be changed for questions and closing statements.
Candidates will be seated in alphabetical order. Each candidate will have two minutes to make an opening statement, which should include his or her qualifications. We will then ask questions submitted by citizens of the community. The candidates will have one minute to respond to each question. Candidates may make a closing statement of one minute.
A timekeeper with a stopwatch and color-coded timing cards will keep candidates to the time limits. A green card means one minute left. Yellow indicates 30 seconds, and red means stop.
Following opening statements, the moderator will read the first question. Questions will be solicited from residents prior to the forum. Candidates will not have an opportunity to review the questions ahead of time. Each candidate will respond to the same question in turn. The first candidate to answer the first question will be the one seated last in the alphabetical seating plan. The candidate to the right of this person will answer the next question first. In this way, the same person will not be speaking first each time.
Questions will be gathered from citizens of Mariemont and reviewed by screeners from the Town Crier. Questions will be chosen for appropriateness and applicability to the office being sought and will be addressed to all candidates. Questions that are inappropriate for the branch of government involved in this forum will be set aside. For example, a question about school facilities would not be appropriate for Council candidates, but a question about joint use of school and Village facilities would be.

A table will be provided in the lobby for campaign literature. Candidates and their agents are prohibited from distributing materials by hand.

Debate 10/27 7:30 Mariemont Elementary

Just found out about a Debate/Discussion a week before the election. I'm excited to share my views with more voters. See you 7:30 10/27 at Mariemont Elementary.

Good conversation on both sides of D

I hosted a Coffee for proponents and oponents of Residence D zoning. Frank Raeon, a D supporter, led a good, informative discussion. A total of 9 of us sat down. Not sure if anyone's mind was changed, but I learned some things. Of note:

ZONE D
-if D passes, there will be 3 phases or "gates" for a D development to pass through: ARB, Planning Committee, Council
-each of these needs to be independent to be effective
-Planning Commission and ARB are independent groups not directly affiliated with Council
-Planning Commission and ARB need to act more independently
-There are trust issues with the Nolen/Thorndike/East/West neighborhood based on how D transpired
-I believe (Cortney's opinion) that Jordan Park size/mass was an honest mistake (others in the room didn't), but we should learn from its failures and its successes. We now know what 47' x 1 block long looks like.

PLANNING/FUTURE
-Most villages (Mariemont included) react to todays needs but don't spend time setting future vision
-Mariemont will stumble in the next 10 years without a rallying vision of the future.
-Tax base is vital for economic vitality
-Mariemont suffers with no on staff planner/administrator. Grant money flows, just not here

What I really liked about the event was the honest, open, respectful sharing of ideas and beliefs. This silly national trend of screaming and yelling makes headlines but doesn't do anyone any good. A spirited debate and mutual respect is required, and we had that last night.

Didn't see your note until just now - sorry I'm just getting back to you. We had a good event with neighbors on Thorndike, East, West, and Nolen. Frank Raeon led a good discussion. You would absolutely have been welcome to join.

Here's my D position:
NEED
zoning is overdue - what was put in place in the 50's was bad for the Village. We need condo development, mixed use development. We need to increase our tax base. Non historic buildings that have been let fall apart should be replaced (although shame on Council for letting this happen). The unfair tax code on 2-4 families should be reviewed.

LEGISLATION
D's creation was amateurish. No standards, no science, no reapplying what works in other historic towns. D was created for, and I would argue BY Rick Griewe. It was rubber stamped through all the meetings, and the Thorndike/Nolen/East/West neigbhorhood's concerns raised again and again were ignored. Height is too tall, surface parking is a concern, setbacks are a concern, etc.

FUTURE
I'm confident D will be approved on 11/3, and I will respect the Voters' decision and support appropriate D projects. Rick's designs are attractive and of quality, and I will work with him to find common ground. Further, I'd like to see a Residence E that allows Multi use. If I can get traction, I'll try to introduce it.

"D" to me is as important issue to Mariemont as the recent discussion of the changes to the schools. I want to understand your position better.

Phil Buress voter guide

I received an election/voter guide from Phil Buress, of the very conservative Citizens for Community Values group. It's essentially a "you're with us or you're against us" questionaire. I'm not sure what to do with it. On one hand, I could fill it out and risk being smeared later (some of my views are not aligned with CCV), or I could choose not to and stifle conversation.

Struggling with this, but am leaning towards filling it in.

My name is Cortney Scheeser, and I’m running for Mariemont Village Council. I would like to share a little about me, my qualifications and my priorities if elected, and hopefully earn your vote.

I’m married to Amy, and we have 3 daughters, all at Mariemont Elementary. We live on Nolen Circle, and I represent District 4 as the Town Meeting Candidate. I’m very proud to have won the support of my neighbors at the Caucus Vote. By day, I’ve worked for P&G for 14 years where I’m an Analyst.

I feel I’m a good choice for Council for a number of reasons. 1) My 14 years of Business experience can help the Village operate more efficiently. For instance, P&G forces us each year to do more with less, yet we always find a way. 2) Fresh Perspective. The Village is experiencing financial trouble – fresh ideas are needed! Healthy tension of differing viewpoints seems to be missing and can hone and improve ideas. 3) Plugged in to what’s going on, thanks to my kids. 4) I am passionate about Mariemont and will work tirelessly for its Citizens.

I’m focusing on three big issues this Fall:
Budget Deficit: We must 1) Enroll Citizens to help make the right, tough choices. 2) As Village Employee Salaries and Benefits account for over 80% of the General Fund, we should review $1000 Council Salaries and the 2% Village Employee raises, considering inflation will be at or below 0%. 3) I will support passing Rumpke's recent rate hike to Citizens via the Garbage Sticker program, paired with Recycling/Composting education.

Government Communication: We must 1)open up as many lines of communication as possible as well as 2)conduct all business in public. We should reach people via ways they already communicate like social networking (Twitter, Nixle), improved email, texting, blogs, improved website, etc., along with more traditional methods of communication. We need additional avenues to `hear' the Citizen. Online surveys are a great example. Finally, all meetings should be set well in advance, be welcoming to all, be recorded, and of course be public. I’m trying to model this behavior with my Blog.

Zoning: I believe strongly that updating our Zoning, encouraging Condo and Mixed Use development, is needed and overdue. However, the current 45’ height maximum is out of balance with the 1-1/2 storey bungalows and cape cods in the neighborhood. I'm willing to concede increased surface parking, increased density, and reduced property setbacks, but I can't support the height. My analysis suggests 3 storeys (Developer requirement) can be worked into 37'; I would support a generous 40’ maximum. I love the idea of updating Zoning, but it has to be sensitive to the neighborhood.

Good Conversation with Mayor

I got a call from the Mayor today and we had a good chat. I learned a bunch of things.
-the Mayor is supporting me as one of his 4 picks, in addition to Black, Miller, and Andrews
-he's influenced 200 voters to vote for me to date
-I need 600 votes to win a seat
-I'm a distant 4th in popularity
-I'm alienating some voters because of my strong stances on Budget and Zoning

On one hand, I think we've talked a lot and most folks have made their decision. But, in the spirit of open, honest discourse and transparent communication, I think it's a great opportunity. The purpose of my email is to ask if you or one of your neighbors on Nolen Circle or Thorndike would be interested in holding a coffee meeting to discuss Residence D? FYI, I'm thinking sometime prior to October 15th.
I've participated in one such meeting to date - a meeting where 7 other people attended in order to learn more about Residence D and to discuss what its pros and cons might be. While I know you have gone on record as opposing Residence D I would welcome the opportunity to continue our dialog.
Generally speaking, a "crowd" of 8-10 people is as big a group as I would like to see gather for an hour or so. We can hold the meeting at someone's house or maybe outdoors either in someone's front or back yard. Having water, pop, and coffee available for guests is recommended but not essential. Having some food for nibbling is ok but is also not necessary.
Cortney, please advise me about your willingness to host a coffee or, if you decline, give me the names and email addresses of one or two other potential hosts. I will subsequently email them. In addition, I would be happy to call them.

I handed out all 140 campaign fliers, and I'm all caught up. I'll try to deliver 2x per week going forward, hopefully in time to affect Absentee Ballot decisions.

Amy's lobbying me to get signs. I will check prices tomorrow. I'm not sure it's needed to win in Nov, but it can't hurt....

Also, found out that Mayor P. is campaigning on my behalf as a Town Meeting Candidate. Also on his list: Joe, Andy and Jeff Andrews. I'll gladly take the publicity, especially focused on the senior demographic, in which the Mayor has a great relationship.

What to do with Dale Park School

From a Citizen:
Some ideas about the future of Dale Park.As you may know, the School District owns the building plus one foot of surrounding land on all sides. The Village owns the rest.Therefore any future use of the building must involve the Village...Since the current Village Administration building is not adequate in size to accommodate all the Village offices adequately (e.g.,the Tax Office is in the Mariemont Executive Building [expensive rent]), why not move some Village offices to Dale Park. This could include essentially everything except the Police & Fire Departments, with some remodeling of the current administration building to suit their needs (e.g., better sleeping quarters for the firemen, upstairs). Further, the current Village Admin building is not handicap accessible, and parts of Dale Park are (e.g.: the cafeteria level, I believe).Other parts of the building might be used for larger space for Mariemont Preservation Foundation, with expanded space for displays and perhaps a museum, including some American Indian artifacts from the area.Still other parts might be used for expanded space for the MariElders, again, with larger handicap accessible meeting space.Perhaps the School district offices might also remain there, to save $ instead of building such space into new school buildings.

Purchased info from Hamilton County Board of Elections

I decided to spend the $15 to receive daily email updates from Ham County BOE on Absentee Ballot requests. Whenever a Village resident requests an Absentee Ballot (more and more popular option), I'll be notified. I think I'll followup with a flyer or a phone call.

Is it ethical? Sure. Is is appropriate? I think so. But didn't want to head down this path without sharing my plans 1st.

One final detail. I'm happy to share this info with the other interested candidates.

Fall Campaign - join forces or go it alone?

I have been lucky enough to have been asked by more than 1 candidate if I was interested in working cooperatively during the Fall Campaign. I'm a fan of these guys, and I agree on a lot of the issues with each.

In the end though, I've decided, with great input from my wife, to do my own thing, and sink or swim on my own attributes. If all goes well, I look fwd to working with these guys come January.

Terrace park replanting trees

Saw an article today where terrace park is authorizing tree replanting. Details:
-$7000 investment
-44 new trees at $46 each
-Little Miami Landscape doing work
-nearly 80 trees removed due to regular maintenance
-planting elm, maple, oak
-paid for outside of tree fund

Why this is noteworthy:
-is cost better than mm?
-plant 2x per year normally. Do we do this?
-do we have a dedicated tree fund?
-tp invested above and beyond their budget which is a choice
-small number of new vs removed is not sustainable (ie storms)

I'd like to reapply what works elsewhere vs inventing in mm. There are details here I bet we could learn from.

My background: I represent District 4 as the Town Meeting Candidate, and I’m proud to have the endorsement of my District neighbhors. My wife, 3 daughters, and I moved to Nolen Circle, the best street in the Village, in the Summer of 2008.

1. Why did you decide to run for Mariemont Village Council?

I am running to affect change and to serve the Village of Mariemont. I have been active in, and/or close to many issues now facing the Village: Budgets, Zoning, Outsourcing of basic services, Schools Facilities masterplanning, Urban Forestry, etc. In each, I believe I could bring a fresh viewpoint and endless energy, yielding different and enhanced outcomes. Our Village deserves the best we can give it.

2. What makes you a good candidate for this position?

I'm glad Paul did run a "District owned Dale Park green space" scenario. I would have run through walls for that if it would have helped. But per Paul's data, it doesn't help the site, so it's a non-issue. At least we know....

4 Schools is acceptable but it is not my first choice. As a parent I guess am ok with it. The reason I bring it up in this forum, however, is the need to plan for the Dale Park Site. In my experience, empty old buildings are in immediate danger. This is an area we'll need 1)creative ideas from Citizens 2)strong working relationship between Council and District. I'm in!

Paul tontillo's budget docs are helpful

I attended council's meeting last night and got to see a series of "one pagers" regarding department finances. A VERY illuminating deck, to say the least. It was very easy to read and very crisp. Paul did a nice job both in the analysis and in the presentation.

Coming out of his presentation, I learned:
-big ideas will be needed along with little ideas. Double sided copies is good and I support any idea that saves $$, but the magnitude of the deficit is just too large
-people cuts are an example of a big cost saving idea, so is income tax credit reduction, so is trash fee increases
-i think closing the deficit should be a combination, a portfolio if you will, of his 3 big ideas. Small levy, small num of layoffs, small reduction in income tax credit, small garbage fee increase, bigger "misc small ideas" maybe as much as 100,000 vs his est of 50,000

Then everyone's equally annoyed :)

I'll try to find and publish a link to these great, helpful docs this week. Update: doc won't be avail until all Dept one pagers are complete. More to come on this.

budget scenarios

I heard today that the new official millage required to close our budget deficit may be less than originally requested. This is great news. I don't think it should change an individual's vote, whatever side you happen to fall on. This is found money, so what to do with it?

If the levy passes in November, I have energy to continue down the "scarcity mindset" path and draw down spending. And if we're successful, I'd like to see us end the levy ahead of schedule. Maybe it's a balance of return & invest the savings. Am I naive, yes. But I don't see why we couldn't return some money to the Taxpayers (in this case property owners).

Income Tax base reduced if Dale Park Jr High leaves

I learned of an unitended side effect of a 4 School District Plan where Dale Park would be retired. I verified with Darlene Judd, Village Tax Administrator, that income tax is collected at the location where you work. So that means that Dale Park Teachers, Custodians, Staff, even the School District folks who leave the Village to work in Fairfax, for instance, = lower revenues for Mariemont. For each $1,000,000 in salary, we lose $12,500 in Income Tax.

This is a big deal for the Village, facing the $500,000 deficit in 2011. Another reason to keep all 5 open.

need a "broken" hotline

I walk to the bus nearly every morning, passing through the town square. Each monday (and possibly thursday), the streets are soaked due to unadjusted inground sprinkler spray runoff. Its a waste of water and money and the village should fix it.

I think we should have a "its broken pls fix" list on the website, monitored by the village. It could become a punch list each monday as departments decide on their priorities. Street light out? Stop sign blocked by overgrown tree branch? Tree uprooted a sidewalk? These non-emergency examples often go unaddressed for a long time. The citizens can and should be empowered to be the village's eyes/ears.

In the meantime, I'll send this on to the village as a one off request to adjust the sprinklers.

I know we didn't get a chance to talk at great length but here are some of my beliefs/priorities:
-live within our means. i think the budget shortfall should be fixed from the demand side 1st, supply side 2nd
-open up the communication between Govt and Citizen. Perception (not sure if true or not) is that business is done behind closed doors. Technology is a great way to remedy this
-Zoning changes are overdue and support the concept, however current Zone Res D is out of balance and hope its defeated in Nov.
-protect our history and our environment. By this I mean carrot and stick behaviors to keep properties up. Plant trees in vastly greater numbers than we've historically done

Surveymonkey.com - a better idea than name suggests

I signed up for my free online survey account this past week. Don't like the name but love the transparent connection with the citizens! What better way to get the pulse of the community. The only trick will be 1)to earn the trust of folks to share email accts and 2)alternatives for non email people. Don't want to leave anyone out.

I can send out mass surveys to the email addresses I have (or more intimately district 4 folks) on what's important to them, how to vote on an issue, general feelings of the residents, etc.

The free account allows for 10/year. And I shouldn't bother folks more often than that. First survey: skyline or goldstar? :)

Council Meetings - how to change the vibe?

Why the discrepancy between council and the citizens?

Council's dress code is very formal. All are in suits today. Wouldn't a more casual dress be less intimidating for the citizens. I would like to dial it down a notch. Open collar equals more level playing field?

Why aren't the desks arranged in a way that give more space for the citizens. Steeper angle on the corner desks or swap 3 for 2 desk pattern. Sounds petty I know, but the citizen is boss!

Had a great, informative conversation with someone in Village, very familiar with its Finances. He provided some great perspective on the Budget "really reallys", and the dire consequences of the Levy not passing. Drastically cutting of services, layoffs, etc. Not pretty. And a failure of the Levy will fall squarely on NEXT Council. This Council won't take it up this hot potato (which makes sense once you think about it).

The other thing he shared was the education he received in terms of working with the Citizens. He said to prepare for intermittent involvement, mostly at the end. This will be interesting to see how my vision of involvement lines up (or doesn't) with reality. I'm going to really try and encourage full involvement while being patient of Citizens' who jump in towards the end. I must look quite naive to the veterans :)

Mariemont Zoning Code Changes: A Good Idea Executed Badly

You may have heard of the proposed changes to Mariemont’s Zoning Code to accommodate a “Mixed-Use A District.” It involves allowing higher density, taller buildings to be developed on many streets in the Village. Proponents describe it as fixing 60 year old zoning problems and an attempt at “New Urbanism”. I believe the proposed changes are a good idea but with 3 significant, show-stopper issues: 1) allowing building heights up to 10 feet taller than the Mariemont Inn, 2) designating quiet, narrow streets like Oak for redevelopment, and 3) allowing surface parking to spread in these areas.

Building Height. I live on Nolen Circle just behind the Theater in one of 22 houses in a triangle bordered by Thorndike, West and East. Of the 22 single family homes, 16 are 1-1/2 storey. Today, we live in the shadow (literally) of the new 3-1/2 storey condos on Miami. Their height happens to be the recommended Zoning height of 45 feet to the roof’s midpoint (The Inn is 38 feet). The condos are attractive however too tall to fit the character of our neighborhood. If the Zoning Code is changed, our small, quaint neighborhood is at risk of development on all sides of the triangle, effectively walling us in. Yours may be at risk too. Possible solution: cap all buildings to not exceed 35 or 38 feet to the midpoint of the roof.

Eligible Streets. Development on Madisonville Road and Wooster Pike is a no-brainer. I get excited about the possibility of creating another “Mariemont Strand” (Dilly Deli, Starbucks) on one of these streets. However, the recommendaton is to expand this list of Streets to include Murray east of Plainville, Oak through the Old Square, and Miami Road south of Wooster Pike, among others. These are heavily residential, quiet streets that will permanently change the feel of Mariemont if allowed to be rezoned for redevelopment. Possible solution: redevelopment along Madisonville, Wooster, and possibly Plainville only.

Surface Parking. Parking lots are ugly and not in keeping with Mary Emery’s vision for our Village. Further, the “New Urbanism” concept, of which I’m a fan, is all about Pedestrianism and increased density. These ideals clash with surface parking. Any Zoning changes need to reign in the ability to raze buildings for parking. We need smarter parking, not more blacktop. Possible solutions: surface parking may not take up more than some small percentage of lot area; build a low, well designed parking garage behind the Inn.

I welcome redevelopment along appropriate streets, however it needs to be ultra-sensitive to its surroundings. Big buildings on quiet streets with surface parking do not fit the style or the history of our Village. Proper Zoning guidelines need to strengthen our Village, not put it at risk. I would encourage everyone to contact their Council Members and let their views be known.

You asked about a 1/4 point reduction in earning tax exemption. No one likes tax increases, but I would support it if that's what the Citizens decide is best. And I'd try hard to know their wishes by survey, committee participation, speaking at council, etc.

Hamilton County's 8/20 Ballot deadline has passed, and there are some surprises! Only 3 Town Meeting Candidates are on the Ballot - Scheeser, Miller, Black. I expected to see Kevin Veeneman's name. There are 3 additional candidates as well: Altman, Weinland, Anderson. This is very telling: change is in the air. Here's the official memo:

Ham County ballot locked tomorrow

Well tomorrow is the cutoff for the November Ballot. Tomorrow evening we'll know with certainty who's running. Right now, there are between 4 and 8 Candidates. Lots of rumor at this point, but very little for sure.

Council, Committee Meetings on TV?

A citizen asked me why Village Meetings are not recorded and replayed on Community Access TV. This is a great point. As we're trying to be transparent, more avenues to check in would be a help. I think we should record every meeting via audio or video, and put in an easy to access place. Not sure of cost, but via the web is essentially free if someone is willing to donate time to record. The only cost here would be internet hosting/storage.

A good idea. We need more transparency.

Imhoff and MM Schools are the communication model

A friend suggested I put a standard header sentence on each posting, to remind folks what I'm doing here: This blog is an attempt at honest, transparent communication with Mariemont's Citizens, with a goal of an educated, informed vote on 11/3.

I'm continually impressed by Paul Imhoff and the MM Schools for deftly handling a potentially very contentious building campaign. This is the model for how the Village should communicate with its Citizens. Proof - citizens rate Communication as Very Good/Excellent (summer 2009 online survey). Here's what I like in particular:
-videotaping all public interaction, and putting on the website SAME DAY!
-use of surveys to understand macro wishes/opinions
-all input welcomed, encouraged
-continually painting a picture of where we want to go, what we want to be
-servant leader attitude, humble
-noticeable effort to "tell me what you're going to tell me, tell me, and then tell me what you just told me". This is such an effective way to give less involved people the context needed to engage
-meeting with anyone, anywhere anytime

I think the result will be happy "Citizens", willing to invest in the Schools. Handled differently, this would not be the case.

I received a really great piece of advice from a Citizen last evening: don't mix Village email with Work email. He said Freedom of Information Act requests (I think rare/infrequent) would allow non-employees to dig into P&G's email database. And that probably wouldn't go over very well!

So I'll be converting to CSCHEESER@YAHOO.COM over the coming days and weeks. Pls send emails there instead of my PG Account. I don't currently check that address every day, but I'll get into a more frequent cadence asap.

Whats the point of Blogging?

Why am I doing this? So far I've ruffled some feathers which could mean less support. This blog is a grand experiment! An experiment that I always thought every elected official should commit to. The purpose of this blog is 3 fold:
1) to lay bare what I believe and what I do (will do)
2) to eventually hold me accountable
3) if I win, it's a perfect communication vehicle of whats going on when
4) to hopefully along the way build a fan base

I’m trying to not sugar coat, certainly not trying to be critical, but rather model the transparency I believe is needed in Mariemont Government. I want Citizens to know me through this content. I want to give Voters the information needed to make an educated decision on 11/3. If I win a vote because of this, great, but if I lose in November, that's ok too. If I'm not right for Village Government, I shouldn't win. So at the end of the day, I think the risk is worthwhile, and I stand by my putting it all out here.

I hope Voters and Citizens can get to know me and make the right decision in Nov.

Had a nice back and forth with a citizen regarding my views on Residence D Zoning. I share because folks deserve to know what I think about any and all issues relating to the Village. Here's our exchange (newest email first, name removed to protect the innocent).

Thanks for the feedback. I live just feet from both Jordan Park (beautiful from the front, large and ungainly from the back)and the new Condos proposed for Madisonville Road. And I've thought a lot about this thorny, contentious issue. Your views are helpful though - I appreciate you taking the time to write.I think rezoning so condos can be built is the right thing. I think rezoning so multi-use buildings can be built is the right thing. For me it comes down to the balance between "Income" = new development = tax base, and "Cost" = living in the shadow of buildings too tall for their surroundings = quality of life issues for some (in the spirit of full disclosure, me included). Different folks will find different balances here.I think run-down apartments are unacceptable too. I believe, though that apartment dwellers are vital for the Village. So I would encourage quality renters with a carrot and stick approach for Landlords. Carrot: reduce the unfair tax burden on landlords vs what's true in other Villages. As I understand it, 2-4 Family owners are hurt disproportionately by the existing MM Tax Code. Extra income will encourage upkeep. Stick: fine for buildings that are run down via the Mayor's Court. Not sure of legality, but maybe we could garnish Rents to make the landlord feel the pressure. I'm not a lawyer, nor am I a CPA, so this is only an idea at this point.I do know if most residents support Residence D and vote for it in November, it's a "go". And redevelopment will happen to the West of my neighborhood and to the North. And maybe my concerns will melt away as pretty buildings replace nice and not-so-nice 4 families. Thanks for responding to my email. I didn't know that building was in Mariemont already. I guess we will have to agree to disagree. I find the condos built on Miami beautiful and it makes our community stand out from others. I do believe we should leave this up to the professionals who are risking their own money to build these. I went to a yard sale in one of those four families this past spring. It was falling apart. My biggest fear is that they will deteriorate more and eventually become section 8 housing. I would rather see a solid building 5 feet higher than you prefer than to see section 8 in our neighborhood. Have you given that any thought? Wouldn't that become a bigger eye sore?

It's an area I've spent a lot of time and energy on. To answer your first question, I'm a "closet" architect and have some residential and commercial construction experience from years ago. Today, my girls' new playhouse is my latest attempt at being an architect and builder!The picture you see is actually on Murray Avenue in the MM Historic District (near the European Car Repair Shop). It was built in the mid 20's, and I shared it with Council as an alternative to the 45' requirement Rick Griewe said was mandatory for 3 storeys. 45' was set by Council for "Residence D" which you'll see on the ballot in November.I believe 40' is a better height max (-5 ft), as it balances the need for 3 storeys + doesn't tower over the existing neighborhood. I would enthusiastically support Residence D if 40' was the standard.The roof style is called a "Parapet Roof", and its used all the time in commercial buildings. I work downtown, and every building I see from my window has a parapet roof. In my limited experience, this roof lasts a long time and is a quality option. We can both point out some ugly, inappropriate flat roof examples, but I think a Parapet is historically appropriate, and of super quality for our Village. And it solves the height concern.As for pictures, I've seen hardcopy drawings from Rick Griewe which are great. Very attractive. Just a bit too tall....Thanks again for the interest. I'm not really sure which email to send this response too. I have a few questions for you. Are you an Architect? The picture you have on one of your emails looks like an apartment you would see in Anderson, Montgomery. I was wondering if you had a picture from the village as to what they want the apartments/condos to look like? Anything I have heard from a contractor/builder says a flat roof is a cheap roof, and usually will have water issues. Please respond.
