Learning on Income Tax 2 to 4 Families

Attended Planning Commission tonight and learned more about the tax burden on certain types of Rental Property. I had previously heard 2-4 family units were taxed at a higher Commercial Rate. This is incorrect. It's 4 and greater taxed at the higher rate. So a landlord makes less money if he/she owns a 4 family vs a 3 family. In fact, Village Landlords have "converted" their buildings to multiple 1 unit apartments. The other surprise: this is a STATE thing, not a Village thing. So is it an additional burden for MM Landlords? Would love a Comment to set me straight.
