Safety meeting 12/9

I attended the safety meeting on 12/9 and here's what I saw.

I stand by opposition to this piecemeal plan, but I offered up 2 compromises: 1) leash law everywhere all the time if dogs are in fact wild animals underneath as Dennis declared at Council.

2) make all parks open for off leash dogs. This makes it easy for residents to obey the law

These are suboptimal in my opinion but are better than what is being proposed.

Ultimately I was unsuccessful, so I voted no on the plan that will come before council.

As an aside, I have a copy of the audio tape from the meeting.  It's a great character assessment of those in attendance. If you'd like a copy I'm happy to provide.

Council 11/25

I attended council on 11/25 and here's what I saw.

Interest bearing accounts.  I'm glad to see energy put into investing here. Our balances are too big to not earn meaningful money on them.

FEMA plan.  I'm supportive of this since it's really only an administrative action. It positions us for help if we ever need it and doesn't require anything of us other than document submission.

Leash law.  I don't understand the fervor over this. Our law is aligned with Ohios, it was tweaked just 10 years ago (vs 50) and of the many people I talked with, no one saw need to change. I don't disagree there are issues from time to time, but when this happens, we ought to simply enforce the law as it stands.  Further, too chunk out the village into a few parks where off leash is ok but not in partial areas and not during ball games.  This is a recipe for confusion and arguably MORE safety problems, not less. Add in more signs and it strikes me as the wrong approach.  As an aside, I sit around a table of unabashed Conservatives, and this action is at a minimum, ironic.

I voted in the affirmative on all votes as they were procedural in nature. Exceptions: mutual aid agreement which is smart and can lead to savings.

conversation with Police Chief Rick Hines 11/29

I chatted with Rick re my blog posting talking about OT.  I stand by my comments, but Rick informed me of a more concerning trend:  our police salaries have fallen behind neighboring communities.  This is in part the result of big belt tightening after the Great Recession.  I think to maintain a Village with better than average amenities, we need to pay our staff a competitive wage.    I would recommend the new Council consider a 3 or 5 year glide path to get back to average and then re-evaluate.  Prerequisite would be a Center For Local Government (NGO we belong to) survey of neighboring communities to see how far we truly have to go.  Also needed is a definition of our true "peer group".

While I don't care for non emergency OT, I think total compensation needs to be commensurate with our aspirations as a Village - to be a great community.

Sunshine Law problem

During 11/18's Safety Meeting, we didn't post notice of the meeting, as required by the Ohio Sunshine laws.  A mention in the Mayor's Bulletin, it turns out, is not sufficient to inform the public of a meeting.  I'm sorry to have been a part of this inappropriate action - I'm sorry to the residents, and steps have been taken to remedy for the 2nd half of the Safety Committee meeting, likely to occur in the new year.

This is a helpful reminder to the next Council to approach Sunshine from a belt and suspenders perspective.

11/18 Safety Committee Meeting

I attended Safety on 11/18 and here's what I saw.

Leash Law.  I am opposed to changing the laws, reviewed and rewritting in 2003 for the following reasons: Mariemont nearly copies the Ohio Revised Code
Enforcement is very challenging due to dogs off leash ok at certain parks at certain times
We have a signage epidemic and this will only encourage more (REQUIRE MORE)
I talked with multiple residents who requested we leave the ordiance as is and focus on other more important issues.

I am opposed to changes in the leash law that aren't universal, village wide, enforced at all times.

I attended the Safety Committee Meeting and here's what I saw.

FEMA ordinance - this is a procedural step that makes sense to confirm participation.  We don't yield any authority of influence, so it makes sense to approve.

Thoughts for the next Council

Fire department merger will pop up again.  Not sure what I think about it this time.  Originally I was very much opposed.
Admin Bldg Addition – the Mayor wants to add space + an elevator.  Elevator is important for ADA, but I think the building is fine and instead we should focus on digital storage.  Much unused/underused/cluttered space
Topics I think are very important (no pressure for you to agree w me)
Active tree planting – we’re behind on our pace to keep our tree canopy long term.  We should require X number of trees for every square foot of asphalt we create
We should continually extend the sidewalks around the Village
NEW Sidewalks on West St are at risk (Across from Elementary School).  It's been quiet, but I expect another run at removal before the Spring.  We need to expand sidewalks, not remove them.
We should capture the bicycle traffic by being more welcoming (they’ll spend $$ here):  bike racks, bike lanes, etc
Beating back invasive species
Fiscal restraint and rooting out waste – you’ll find there’s not the same motivation to save money vs the private sector
NEW No formal budget process.  You'll notice a General Fund Ordinance presented by the Clerk in the Spring that will have a % increase for all Departments.  I never was privy to this conversation - Council was never pulled in, to my knowledge.  I think 3%, 4%, 2% ought to be a good discussion for Council to take up vs have it just be approved by Emergency vote.
We’re barreling towards the need for a levy.  Things are fine for a year or so, but state money is nearly gone and we aren’t sufficient to balance the budget without major revenue or cost reduction (ideally the latter)
Mayor has centralized authority and has boxed out the Council.  I think Council ought to have a more important role.  There is a plan to meet 1x per month which normally would be a great thing. However, be careful as this will further centralize power – the mayor will make more decisions unilaterally
Eastern Corridor is a big deal but will likely remain quiet for 1-2 years
Protecting Dist 4 residents from commercial district (and vice versa) by building a nice 6’ brick wall (w car and pedestrian egress).
Development of empty lot next to Mios.  We should resist more pavement/more parking when we have lots of street parking available
I’ve heard the Mayor wants to remove the cameras from the meeting – I think transparency is very important and would like to see them remain

NEW Signage is out of hand in the Village - we're cluttering up a beautiful place with a tremendous amount of metal.  We should be leery of more and should form a commission to remove 10% net every year.

What I’d do differently
Sugar/honey vs vinegar -  I’ve publicly disagreed w the Mayor and it’s not been productive.  He’s arguably the most powerful Mayor in the area; he controls a lot.  If it’s not his idea, it doesn’t happen.  I should have been quieter, more subtle and worked more within the system vs poking at it
I should have focused on 1 priority project at a time vs trying to influence too much
Respect the full time nature of the department heads.  This is a part time gig for me, so I was more casual.  It’s their career, not a volunteer effort like it was for me.
Spend more time pre-aligning folks.  I liked to do work in the meeting, but this was offputting to some.  I did it to save time, but I should have invested a bit of time ahead of interactions.
 

11/11/2013 Council

I attended Council on 11/11, and here's what I saw.

Using Emergency.  While "Emergency" votes (3 meetings worth of comment condensed into 1 meeting) are sometimes a necessary evil, I am concerned it wasn't on the agenda as such.  Changing the class of the vote after an agenda is published essentially boxes out all who wait for the normal 2nd meeting to make their comments.  I understand the need to tap into grant money and speed up the process, and so I supported the vote, but I remain conflicted about this.  As I've relayed often in this blog, WHAT we do is as important as HOW we do it.

South 80 Trails group.  If residents wish to volunteer, I applaud the effort and will support them in any way I can.

Halloween Trick or Treat move

I don't disagree w the "what" - moving the holiday to avoid weather issues, but I do question the "how".  I received feedback from many residents complaining of the change.  From what I can tell, the Mayor made a unilateral decision without involving a broad cross section of the Village.  Whether Council or a group of walkers or a group of hosters, this should have been properly vetted.

As I've learned, the How in Government is as important as the What.

Council 10/28

I attended Council on 10/28 and here's what I saw.

South 80 Advisory group.  I like the diversity of the folks selected.  I don't particularly care for the group reporting to the Mayor (continues to concentrate power when we ought to be diluting it), but there's lots of work needed down there.  And an advisory group is another step towards a mature park that's harder to bulldoze for a highway.

Holiday Pay.  I think sharing in the recent upswing is fair.  Employees did bear a brunt as salary increases disappeared.  I do, however, think that we risk complacency in these plentiful times vs ingrained cost control.  The years of pain we experienced post the Great Recession ought not be episodic - it ought to be the new normal.

I voted in the affirmative on all votes as all were procedural in nature except:  Hawk Light on Wooster – I think it’s worth investing and am supportive.  Contracting w Public Works commission – more procedural than the name implies.  The final 2 were related to the Employee holiday pay additions of which I’m supportive.

10/14 Council

I attended Council on 10/14, and here's what I saw.

Ms. Busam, new Tax Administrator.  Welcome to Patti - she'll be a great add to the Village.

Mayor addition to ARB.  I think the ARB ought to be an independent body, and this setup will hurt this.  I am fine w a member of Council (similar to Economic development).  Adding the Mayor, though, will further concentrate power.  I believe this is bad for the Village.

Zoning Change.  I struggled with this decision. I was a No during the 2010 vote for Phases 2 and 3 (Madisonville Rd) because of their height vs their neighbors.  Quality & Character were obviously no issue, but height was a deal breaker for me.  Fast-forward nearly 4 years, and the neighborhood has changed tremendously.  The "weighted average" height is now much taller than before.  And there are 100-200 residents who would say move forward.  And Phase 4 is more isolated than any of the others.  So I voted Yes.  Did I get it right?

Shared Drive for Phase 2 & 4.  I strongly support fully utilizing infrastructure like pavement.  In this case, a shared drive is a much better utilization of "ugly" pavement vs a suburban model of inefficient duplication.  A traffic study should obviously be performed, but we should share pavement, not let it proliferate.

No Treasurer on the Ballot.  This is unfortunate, and I believe we haven't done enough to canvas the Village for a replacement.  I oppose any effort to consolidate the roles.  While we have a fine Clerk in Tony B, the separation of responsibility is a smart and prudent Internal Controls design for those who come later.  We must find a new Treasurer and not change our structure to collapse both into 1 person.

I voted in the affirmative on all votes except 1, as all were procedural in nature except:  Residence B to Residence D for Phase 4 Condos.  I voted no on the conditional zoning change for the empty lot next to Mios.  Approving a change with no hint of a plan is irresponsible.

Council 9/23

I attended Council on 9/23, and here's what I saw.

Loss of Town Crier Mr. Kleinfeldt.  I was sad to hear of his passing but am thankful for all the years of service in so many capacities to the Village.

1x monthly council meetings.  In a normal Village/City environment, I think this is wise:  saves cost, makes the job more appealing to would-be public officials leery of time commitment.  However, in the last 4 years I have found a very troubling imbalance between the Mayor and the Council.  The Mayor routinely oversteps his boundaries and makes decisions for the Council (see stop sign installation in my previous post or note the garbage survey sent out in Mayor's Bulletin when Health and Rec Committee is designated by Law to manage Trash).  This imbalance will be exacerbated when Council meets less often.  I don't support 1x monthly meetings with the current Mayor.

Website confusion.  I don't believe Mr. Wendel intends to confuse, and I'm sure there is an easy resolution to this issue.  I would say, however, alternatives to the narratives relayed by the Mayor's Bulletin are welcome and helpful to the Village.

Buying hard copy books.  I think this is shortsighted for 4 reasons:  cost, lack of space in the building, no legal requirement, "stale" information risk before the books are even delivered.  In this day and age, we should be sourcing information exclusively online, where permitted by law.

Safety Committee 9/23

I attended the Safety meeting on 9/23 and here's what I saw.

Stop Sign at Haines.  I was informed there hadn't been an accident as we were originally led to believe.  However, I was told there have been near misses, and the neighbors are supportive.  Further, I agree with Joe's suggestion of a comprehensive project vs piece meal work.

I was dismayed to hear the Mayor had already ordered the sign to be installed - it was in place w/ a garbage bag BEFORE the Committee even met to discuss.  This is a great example of the imbalance the Village faces, and the lack of boundaries exhibited by the Mayor on a daily basis.  Regardless of our Committee's recommendation, this installation was wholly inappropriate.

While I hate additional signage and the clutter it adds, and I object to the pre-installation of the sign, I think it's warranted.  I support the additional sign.

sad to see 30 day tribute to Jack Phifer expire

Our great new truck came with some extra artwork - tributes to Jack Phifer.  Unfortunately, after 30 days, they were removed.  I was told it was intended to be a 30 day tribute only.  I'm glad we paid homage, but I wish it was permanent.  I'll pose this question to the residents (the handful who read my blog): Should we do something permanent for Jack?

Safety Idea - leverage runners'/walkers' eyes and ears - call 271-4089

I offered up an idea for our large contingency of walkers, runners, cyclists to combat the crime in the Village:  share the police number (271-4089) and ask them to watch for suspicious activity.

Had a thought as you're combatting all the property theft in the Village.  We have a secret weapon in the Village - pedestrians and cyclists.  Personally, I study the neigbhorhoods I run through and notice when things are out of place.  There may be a way for pedestrians to be more intentional w info sharing.  Here's a brainstorm list of ideas:
-ask for residents to work out in the Village vs on a treadmill in Fairfax
-ask them to consider running the same route to gain familiarity
-ask residents to carry a phone
-provide residents a non 911 number (maybe the officer on duty cell number?)
-call whenever they see something out of the ordinary, including open car, trunk latch open, open garage, etc.
 
Obviously it's your call on how/if to leverage this, but I think pedestrians could be a help.  Holler w questions.

9/9 Council

I attended Council on 9/9, and here's what I saw.

Welcome to Officer Hoffman - congrats on completing the Probationary period.  We're all looking fwd to your service to the Village.

Letter to Resident re garbage complaint.  I found the letter somewhat condescending and as typical, a "blaming" tone vs a "take responsibility" tone.  We were wrong in this case- we published (publish!) incorrect info.  Regardless, we on Council are servant leaders - we take the low place and humbly serve all.  The letter didn't reflect that, in my opinion.

HAWK Pedestrian Light @ Wooster & Belmont.  As stated in another posting, I support this, even with a cost to the Village.  It's right for many reasons; risk is low.

Farmers Market.  I am glad we'll try again next year, but I am concerned we'll not meet our commitment of a Season through October.  I find it curious that this didn't go into Economic Development for discussion.  The Mayor stated the Village paid for marketing, so we're obviously involved.  We should stay out of it completely (my preference) or jump in and act.

Monthly Council meetings.  While I love the lighter load and agree it will attract more would-be Council men and women, I think we should remain 2x month, 12 months each year.  Here's why - the Village is run in a extremely unbalanced way.  The Mayor makes nearly every decision I have been shocked to learn, and Council is usually boxed out.  This less frequent cadence will further exasperate the problem.  All of us make better decisions than any one of us - Council needs to continue to exercise its authority and responsibility to run the Village.

I voted in the affirmative on all issues as all were procedural in nature, except:  Officer Hoffman full time status - Chief's endorsement is sufficient for me.  HAWK light is reasonable.  Insurance renewal is reasonable.

Safety Committee Meetings 8/13, 8/25

I attended both Committee meetings (same topic) on 8/13 and 8/25 and here's what I saw.

"HAWK" Light @ Belmont and Wooster.  I support this concept.  This is the 2nd light planned for the Village that stops vehicle traffic at a crosswalk while pedestrians cross (other will be on Plainville near the Elem).  While there is a cost to the Village, not to exceed $40K, I think it's right for a number of reasons:
-The cost includes new adjacent sidewalks and an upgraded island
-Village has $9,900 in unspent sidewalk funds in 2013
-Village didn't expand sidewalks in 2013
-$40K may cost $20K-$30K net with insourced design by our Engineer
-This is a main crossing point for the Safe Routes to School program
-The light won't cause noticeable backups

I'm supportive of trying this out.

8/12 Council


I attended Council on 8/12/2013, and here's what I saw.

Bike Thefts.  It's very sad to see the increase in thefts.  Each chips away at our quality of life.  Joe's/Rick's idea of a digital photo is a great one - take a picture in case it's ever stolen and recovered.  Also, we must remain vigilant to lock doors and close garage doors.  I don't see it ending any time soon, but most thefts are avoidable w/ a bit of precaution.

Pool attendance down.  I worry this is a symptom of dissatisfaction by our Pool Members.  It's too soon to act, considering the cool summer we had, but I would like to see us interview residents.  It's important to provide opportunities for the Village Residents to spend more of their time and more of their money in the Village.  Our goal (unattainable) should be 100% of a residents time is spent here in the Village.

Motions made in writing.  I don't doubt Council/Mayor can demand a motion delivered in writing.  If asked, it's easy to comply.  What I can infer from the discussion is that a motion in writing can be delivered and voted on immediately.  Time isn't described in the Rules of Council.  That said, it's a likely guarantee of a failed motion.

Motions in writing part 2.  I stand by my motion at the last council meeting.  I asked for a Special Meeting within 10 days.  There was no substance to this motion - it was purely a calendaring exercise.  To suggest it was somehow underhanded is incorrect.  Rather, to demand a motion like that in writing is the concern.

Motions in writing part 3.  I have significant doubts in the Mayor's willingness to entertain a Motion he doesn't support.  So I think it's fair to ask the Solicitor:  if a motion is delivered in writing to be acted on at the next Council meeting, and considering the Mayor controls the agenda of that meeting, how does a Motion ever get read?

Rail abandonment.  I support Norfolk's abandoning of the rail lines in Fairfax and the lower 80 so that trails, and hopefully someday, light rail can be built.  I fully support the Wasson Way line since they've clearly stated they won't be a barrier to light rail transit projects.

Trash discussion.  I wish more residents would take advantage of the "white glove" service we pay for rear yard pickup.  It's a waste of money to pay for such a premium program and not use it.  I would like to see us educate (ongoing) our residents.  I think education needs to be provided ongoing to the drivers and haulers as well.  There's enough turn over to warrant it.

Trash discussion part 2.  I also believe a huge Rumpke recycle bin would be inappropriate, as would requiring it be dragged to the curb.  Residents years ago impressed upon me - Mariemont is special, rear yard service helps keep us special.

I'm disappointed we didn't act sooner to properly consider the Property and Casualty insurance renewal.  I know we've paid too much in a previous Employee Health Care Pool, but I think this should be considered.  Service is great, but I'm in more of a commodity frame of mind where low cost almost invariably wins.  Given there was no time for due dilligence, though, supporting the status quo was appropriate.

Zoning extension.  I voted no on this in 2010.  It's inappropriate to grant a variance without seeing a rendering, a drawing, or any detail on a project.  I continue to oppose this even considering the great investments those in the business community have made to enhance our Village.  I'm a no until I can see a plan.

I voted in the affirmative on all votes as they were procedural in nature.  Exceptions:  Insurance - yes since we had no other choice given time constratints.  Zoning - no since no plan.

Orange paint on trees = Mayor's choice for tree removal

I learned last week the orange paint spot on seemingly healthy trees planted in the public right of way have been personally tagged by the Mayor for removal.  I find it disturbing that the Mayor continues to exercise an uneducated approach to manage our heritage trees (see the nuclear option on West St near the Elem School from Summer 2012)  I wish a committee of more than one person got to weigh in on the removal of any tree.

We continue to plant too few, remove too many; maintaining a disproportionately old tree canopy.  In so doing, we risk a devastating loss of the trees we (at least I) hold dear.  A generation from now, Mariemont residents will have only pictures of the vistas we enjoy today.

August Mayor's Bulletin - wasteful

I continue to be disappointed at the merciless hammering of irrational, often disproved arguments in the Mayor's Bulletin.  While unfortunate, I find the length of the Bulletin to be the real problem.  During my term on Council, we have seen a 8.5x11 single sheet of paper balloon to 2 8.5x 14 sheets of paper (150% increase in space).  a wise boss once told me - say it in half the words.

Wasteful, in terms of material, labor, wear and tear on machines - we deserve better.  For my part, folks my dislike my blog postings, but they cost the Village nothing.

Fairfax Columbia Twp JEDZ agreement

In a recent Eastern Hills Journal was an article on the Columbia Township JEDZ.  While still not finalized, all signs point to Fairfax being selected as the JEDZ Partner.  It's estimated to be worth $67,000 renewable for multiple decades (arguably forever).  This is money the Village of Mariemont could have used, invested, prospered from.  The irony is our inability to figure out how to move forward, while Fairfax, in only a few days, figured out a way to make it happen.  It is unfortunate for our Village.

7/8 Council

I attended Council on 7/8 and here's what I saw.

Officer Ostendarp's bravery.  This is such great recognition for surreal heroics.  Unfortunately saving lives doesn't make the news, but it in not way lessens the accomplishment.  Well done.

JEDZ.  I find it troubling we as a Council can't find a resolution to this impasse.  I find it troubling we are unwilling to even meet to discuss a resolution.  This is a no brainer, and due to stubbornness and a "not invented here" ideology, we will walk away from meaningful revenue, renewable in perpetuity.  Very sad, but I feel good pushing hard for this.

Motions in Writing vs Verbal(I made a verbal motion).  I find it troubling the Mayor would ask me to reduce my innocuous Motion to writing, essentially slowing down the process and guaranteeing failure to act before the deadline.  Keep in mind, the Motion was to MEET, not agree to anything.  This action shows the real motivation behind the demand.  It is unfortunate.  My full remarks are available at Mariemont.org

New Building Commissioner.  Welcome Kirk!  We're glad to have you serving the Village.

I voted in the affirmative on all votes as they were procedural in nature.  Exceptions:  Masonic Lodge Historic Status - makes sense and the owner is supportive.  New stop sign - as previously mentioned, residents want it and I'm supportive.  Tennis Adult Party - I'm supportive of more fully utilizing our assets and like this event.

7/18 Safety Meeting

I had to miss the Safety Meeting due to my daughters' swim final race, but here's the note I shared with Dennis and Joe re my views on the topics.

Restricted parking - we need to reign in the visual clutter which has drastically increased over the past 4 years.  There are signs everywhere, and the addition of each slowly chips away at our quality of life.  We need a plan C vs the current options:  A) paint curbs or B) place signs every few yards.

Stop signs.  Once there has been an accident, we need to act.  Stop signs are the most necessary form of signage.

I will not be able to attend tonight due to my daughter's swim final - I'm sorry for the late notice.  My views on the two topics (my views can't be included in the report, but I figured I'd let you know where my head's at):
-I support 1 side parking on all narrow streets for Fire egress
-I think we should paint the horizontal asphalt with red and/or white fire lane striping vs bold yellow on historic curbs or tall signage.  Here's an example of what I mean http://ericstow.com/services.html
-I don't love the Haines stop sign but understand the need.  I support one sign at the sw corner of the intersection.
 
Related, ***a resident*** asked me how paint vs sign vs both is decided.  If you could let him and me know the "rules", I'd appreciate it.

Annual Budget 7/8

I attended the Budget Meeting on 7/8, and here's what I saw.

Surprise windfall from Estate Tax.  The $300,000 surprise income to the Village is welcome.  It goes a long way to stem the tide of slow deficits projected in the out years.  That said, we can't count on these surprises and need to uncover meaningful savings and revenue every year to remain financially healthy.

Curbside recycling savings.  It is premature to plan for this. I believe there are many other ways to structure Trash that will avoid major changes to service and still deliver a savings.

Time. I wish we would delve deeper and spend longer than 40 min to discuss the master plan budget for the Village.

My views on the Partnering Oppty with Columbia Township (aka "JEDZ")

I'm a big believer in partnership with neighboring communities.  A good "Foreign Policy" can make all our lives better.  In this case, a Joint Economic Development Zone (JEDZ) partnership with Columbia Township can be a real money maker for the Village and at the same time start to build a foundation of trust so we can move forward together on bigger and more substantial projects.  Maybe we agree on a stopsign (just happened w Fairfax).  Maybe we share a piece of equipment.  Maybe we build a bike path.  Maybe we join forces on some big service contract.  Who knows, but this can be a springboard for good things for Mariemont.

The following is a one page "editorial" I'm sharing with folks to educate.

In a world of shrinking budgets and rising expenses, the Village has an opportunity to receive $50,000 of new Revenue annually by Partnering with Columbia Township (sharing Mariemont’s Tax Office + agreeing to no Annexation).  This agreement is called a Joint Economic Development Zone or JEDZ.  Even with committed efforts by Joe Miller and Joe Stelzer on Council over many months, negotiations are unfortunately stalled, and we have only days before losing this opportunity (a neighboring community could become their Partner).


Council should meet right away to discuss the opportunity and advance a proposal, but there is no Special Meeting planned.  Council’s next scheduled meeting on 7/8 will likely be too late.


Many will say a deal isn’t possible/isn’t right for the Village.  You may hear some of the following comments (counter points included as well):

1) Columbia Township owes Mariemont a proposal---Any Partnership is a two way street.  Can't we initiate?  Are we motivated?
2) The Township isn’t serious about partnering---The Township has engaged Mariemont for years on portions of this proposal.
3) The Township won't accept our offer---It’s true we have no way of knowing if the Township will accept an offer to partner; this Revenue is not guaranteed.
4) We will generate more Revenue by instead Annexing Wooster Pike businesses---After a JEDZ is in place with another Partner, tax rates are cumulative and businesses will likely not allow annexation.  And, Newtown, for instance, has incurred hundreds of thousands of dollars in Annexation fees so far.
5) The Township’s only motivation is new apartments that will hurt Mariemont---there is no plan for apartments, and our recent rejection of the $2,000,000 grant can't stop the Township from developing what/where they want. That said, a Partnership does give us the ability to influence Development.
6) ”We don't need the money”---One of Council’s important jobs is to reduce Expenses and find Revenue, even if difficult.  As a taxpayer, I’d like to see every dollar chased.
7) $50,000 isn’t the real number---This is a conservative estimate, definitely achievable.
8) We won’t make any money after expenses---The Township will pay for nearly all Mariemont's additional administrative and equipment costs.
9) The amount is much lower than earlier estimates, it’s not worth it---The value of the partnership is much lower since we’ve said no to Murray 6-way intersection improvements.  How much is too little, if expenses are paid by the Township?


Please press Mariemont Council and the Mayor to 1) meet this month and 2) put forth a proposal right away.  Time is running out on this great opportunity for Partnership and for Revenue for our Village.

Mayor's Bulletin Trash Survey

At the end of the Mayor's Bulletin is a survey on Recycling.  This is a topic near and dear to my heart.  I believe we have 2 additional options not covered by the Survey
-purchase a subsidized container from the Village (some bulk discount oppty)
-purchase a non-subsidized container on your own

Original Survey Qs:
-Using the open 18-gallon bins that are collected from behind the house
-Using a 65-gallon recycling cart on wheels with lid that would be emptied from behind the house but would result in an increase in the annual waste collection fee of approximately $25 per household
-Using a 65-gallon recycling cart on wheels with lid that would be collected at the curb but would allow the annual waste collection fee to remain the same

We are a leader in the County and would like to see that continue.  Bigger volume cans is a great start - its a psychological phenomenon called Abundance Mentality.  And it works!  More recycling results.

I'm looking fwd to working with Mary Ann who will likely own the Trash contract in 2014.  I chatted with her briefly, and her perspective from the Historic District will be very valuable as well.

6/6 Safety Committee

I attended Safety on 6/6 and here's what I saw.

Belmont Stop sign.  While leery of the proliferation of Stop Signs (and signs in general) about the Village, I can't disagree with the need for this one.

Dog/Cat leash law.  I don't understand the impetus for this.  I know of no issue with leash law violations re Dogs, and I'm not sure Council climbing into the private lives of residents is right.  If your dog is under your control, with or without a leash, then what's the issue?  I also dislike writing laws that say dog off leash ok here and here, but not ok there and there (and corresponding signs that will surely pop up).  The conversation evolved to Cats, a very different situation.  No safety issue, but a nuisance one.  Again, why are we acting?  What is the real need?  I committed to do sensing with Residents to see what we should do.  The Committee agreed to reconvene in a month.

Council 6/10

I attended Council, and here's what I saw.

Belmont Stop Sign.  I dislike the aesthetic hit this will cause the street/neighborhood (my comment did not make the official Minutes), but the residents there are supportive, and the hill make for a dangerous situation.  A stop sign is a reasonable solution

Haines Stop Sign.  Many street intersections in the Village do not have a Stop sign, and I'm not sure Stop Signs sprouting up all over the Village is necessarily the right answer.

No Exec Session for JEDZ.  I'm very disappointed we again are not discussing the opportunity to partner.  That said, we need to follow the law and heed the advice of our Solicitor.  I am concerned our response will be only a letter from the Mayor.  I believe we should make a bigger, bolder statement.  We need to reach out in a genuine way.

JEDZ, cont.  I love the idea of partnering with other Communities via a Joint Economic Development Zone.  A JEDZ will pay us to not Annex, which I believe is huge risk and headache avoidance.  Newtown has spent hundreds of thousands of dollars to Annex on Wooster Pike, and I don't care for the first responder & support responsibilities we pickup post Annexation.  This is a great opportunity for the Village, and we need to chase this.  Let's build into the Region and partner with Columbia Township.

I voted in the affirmative on all votes, as all were procedural in nature.  Exceptions - appointments to boards, where I will happily support volunteerism.

5/28 Council Absent

I missed rescheduled Council on 5/28 due to Business Travel.  Here are my observations after reading the Minutes.

Police Officer volunteer labor.  A big thanks to our Employees who pitch in with other above-and-beyond jobs that save the Village money.

Dump Truck purchase.  Previous trucks had two factors which limited their life:  non stainless beds (Salt corrosion) and no indoor storage (remedied with the new Maint garage).  The new truck will last longer, and the existing truck is past its useful life.  I support this purchase.

5/27 Memorial Day Parade

I attended the Memorial Day parade with my daughter Ally.  Memorial Day is a good reminder of the sacrifice of our brave men and women - I'm always struck by the ceremony.  Great job to my daughter Anna, for her award winning Kiwanis award.  A proud dad today.

5/13 Council

I attended Council on 5/13, and here's what I saw.

Stronger Finances.  It's nice to see the Village's health return after a few really tough years (saw firsthand 2010, 2011, 2012).  Joe S's right - lots of great work by employees + smart cutting by Dan and Council.  We're in a position of strength, and our opportunity is to double down and continue to root out waste and search out revenue opportunities.

Stronger Finances part 2.  2014 will be the final draw down of state revenue reductions which began in 2012.  We're nearly there, but we need to remain vigilant.

Federal Review of Eastern Corridor plan.  I think this is good news, and it shines a flashlight into what appears is an incomplete, flawed process.  Joe S and Dan continue to do good work on the part of the Village.

Denise last meeting.  I wish Denise all the best.  I enjoyed working with her and am sad to see her go.

Mary Ann first meeting.  Welcome to Mary Ann.  I look forward to partnering on projects this year.

I voted in the affirmative on all votes, since all were procedural in nature.  Exception:  2014 budget.  While we don't spend enough time on this line by line, the % growth projections provided by Tony were reasonable.  And with the Financial tail wind as described above, it makes sense to support.

4/16 Public Works Meeting

I attended the Public Works meeting and here's what I saw.  Selection of Contractor.  JK Meurer, while new to the Village, has credibility among other neighboring municipalities.  It passes the "lowest best" criteria, and I'm supportive of awarding them the contract.

MINUTES
The meeting came to order @ 7:30 to discuss topic of 2013 Road Improvements Contractor.  In attendance were Denise McCarthy, Jeff Andrews, Chris Ertel.  Chris shared that he had received good feedback from other municipalities.  With compelling cost data vs the Engineers estimate, the Committee agreed with his recommendation:  to recommend to full Council JK Meurer as the contractor.  The meeting adjourned @ 7:45PM.


REPORT

The Public Works Committee met on 4/16 to discuss 2013 Street Repair Bids.  The Committee recommends we accept the bid of J.K. Meurer Corporation in the amount of $124,600.  This will deliver a savings to the Village of $25,400 versus original estimate, eliminating the need to withdraw $15,449 from the Permanent Improvement Budget as originally approved by Council.  Net result is a +$9,900 higher Road Fund balance that can be spent on additional sidewalk or street work in 2013.

The Committee would also like to thank Chris Ertel for his great work on this project and for his continued outstanding service & professionalism.

4/16 Finance Committee Meeting

While not a member of Finance, I attended the meeting and here's what I saw.  Online payments:  we should absolutely continue to offer this convenient service.  We should also have Jordan Schad, our new Pool Manager, keep track of the time she and her folks save by this service.  If there's a savings (and i think there will be), then the modest increased cost per transaction should be more than offset.

4/22 Council

I attended Council on 4/22 and here's what I saw.

Patty Busam taking over for Darlene Judd in the Tax Office.  I look fwd to working with Patty, and I think Darlene for her many years of service.  Patty can be a wealth of info coming from a different Municipality, and I hope we can take advantage of her "fresh eyes" phase.

Continued online payments.  I'm surprised this great service was ever in jeopardy, but Finance and full Council did the right thing.  This is an important service, and if we craft it correctly, the additional cost per transaction to the Village should be more than offset by savings via fewer Employee touches.

Paving for 2013.  I fully support this proactive plan, and I hope we can find worthy projects (Sidewalk or Street) for the $9900 underage.

Levys. Renewal of these is pretty straightforward.  While I think we should do the good work of study and possibly consolidation (as Jeff suggested), maintaining our revenue is right.

Proactive calendar to reduce Emergency votes.  I fully support a more rigorous calendar so there are fewer surprises.  As I understand it, the Mayor is in the drivers seat.  As he's made it clear only he can direct a Committee, I'll look to Dan to alert Committees in advance so we have proper time to act.  A little pressure on Committees to turn over recommendations quickly is fine and welcome (from my POV).

I voted in the affirmative, as all were procedural in natures.  Exceptions:  new truck, which is reasonable.  Levy Renewals which I support as mentioned above. Pool liquor exception - don't love the emergency, but I think this event has been good for the Village.  New Tennis rates - The Tennis commission supports this "Catch Up" price increase, and I defer to their opinion.

Council 4/08

I attended Council on 4/08, and here's what I saw.

New Building Commissioner.  Welcome to Kirk Hodulik, and a big thank you to Dennis Malone.  Thank you for your many years of service.

Denise's resignation.  I'm sad to see Denise go.  I enjoyed working with her.  I wish her luck in her next chapter.

Rebuilt Blinking Light @ Indianview.  I'm excited about the enhancements to the island, mainly more attractive LED lights, which will sip <1 an="" be="" case="" energy="" experimentation="" for="" important="" incandescents.="" leds.="" nbsp="" of="" p="" s="" test="" the="" this="" village="" w="" will="">
Carl Stich resignation.  I appreciate all of Carl's service to the Village.  I wish him well.

Resident's comments.  I support the use of older life guards vs young teens during the adult pool party.  Related, I do support the pool party, as it's a well attended, and I feel a positive event for the Village.

Tennis Rate Hike.  This rate hasn't changed in nearly 20 years, so a large % increase is warranted.

Online payment.  We're overdue on this no-brainer topic.  I hope we do not miss this opportunity to continue a valued service.

Jordan Schad.  Welcome to Jordan who will take on additional responsibilities as Ed draws down his hours.  Jordan is a great choice.

Website redo.  I find it troubling that the Mayor would rather pay an outside vendor than allow the undesireable Jeff Andrews, an IT professional, do it for free.  A website's shelf life is months, not 3 years, so we're due for a revamp.  The previous site (pre 2010) was nearly unusable, and today's site is light years ahead.  To blame Jeff for issues with the site shows a real lack of understanding of the technology, the architecture, and the division of labor.  It's not unlike criticising the replacement window installer because you don't like the view it provides.  Who's tax dollars will pay for the incremental cost?  Mine?  Yours?  Terribly unfortunate, not to mention, AVOIDABLE.

I voted in the affirmative on all votes as all were procedural in nature.  Exceptions - pay raise windows going up for employees.  I think this is reasonable.

Council 3/25 Absent


I was absent again from Council. My misses are unfortunate, but my work commitments have eased, and I expect to more regularly attend meetings for the remainder of the year.

After reviewing the Minutes, here are my thoughts/comments:

Tennis Courts repair. I think we must continue to maintain our Courts & Pool. I am supportive of this repair. I hope the School District, who committed to paying for court upkeep (kids used the courts during Modulars) comes through in a meaningful way to offset the costs. Before we make major upgrades, I'd like to see us consider and let the community weigh in on the rightful place for the courts. Could they be tucked into the back of the old Belltower backstop (SW corner). Could they be placed down on the flood plain near the Community garden? I don't dislike their current location, but that property is very valuable and could be put to better, more attractive use.

Andy K resignation. I like Andy and consider him a friend. I wish him well in his next chapter.

Fire & Police expenditures.  I support this per my earlier blog posting.
Reworking Indianview blinking light island.  I look forward to our plans for this important gateway.

3/17 Safety Committee

I attended the Safety Committee on 3/17 and here's what I saw.

Taser replacement.  This makes sense and limits liability.  This is a cost of doing business, so to speak, and I support the expenditure.

Fire equipment.  Similar to Tasers, this is the right call.  This gets us all caught up in terms of outdated equipment, and we should see a bit of a respite from ongoing expenses.  I support the expenditure

New Police truck & Transfer of existing Tahoe to Fire.  The Fire expedition is in tough shape and is in need of replacement.  I would have supported a new Truck for Fire only, but I support the recommendation of the Fire & Police leaders.  I support the expenditure.

expanded Lunken service - email

There were 2 articles on proposed expansion of plane service at Lunken this past week, so I sent an email (below) to Council & the Mayor.

While I've been assured everything will be fine, I'm not ready to dismiss it.  I think we should remain close to this, since there are days (infrequent today) when my house shakes from a jet plane leaving the airport on one particular path.  If this were to happen daily, for instance, I would be concerned as a homeowner and resident.

This is the second headline in 2 days about expanded jet service to lunken. Dennis is the obvious expert here, but there are a couple flight paths that go right over the village. More noise would be a bad thing. Should council weigh in and take a position?
